Since it now appears that the platform does provide some support for
this functionality, I’m posting this information here as it’s no
longer an issue of platform support and may be helpful for anyone else
looking for this functionality.

In short, Android supports bookmarking of audio files.  This support
is not based on file types (like m4b) but is based on the directory
that the file is located on the SD card.  In addition to supporting
bookmarks in audio files, there are other special folders on the SD
card that support unique functionality.  Just make sure the
directories are spelled correctly and all lowercase.

/ringtones
/notifications
/alarms
/music
/podcasts

As expected, the /ringtones, /notifications, and /alarms folders hold
their respective audio files.  Any files in these folders will not be
shown anywhere in the music app and only in the appropriate pickers in
settings and other apps.

The /podcasts directory is the most interesting directory.  Any file
put in here is only visible in the Playlists area of the music app
since Android automatically makes a Podcasts playlist for any files
put into the /podcasts directory.  Any file placed here will
automatically be bookmarked when you pause or stop playback.  It
doesn’t matter what file type (mp3, m4a, m4b, etc.) is put here as all
will be bookmarked.  At whatever location in the file you stop
playing, that is where the app will start playing next time.  Even if
you have a lot of files here, the music app will save the last played
location for each.

Of course, the /music directory holds music.  You can put your music
file in nearly any directory on the SD card (other than the special
ones listed above), so this is just an easy way to organize your
directories.
