I believe modders should be admitted to use the apks if they do not change anything within the app. As long as the apps are used as google intends(on an Android device and only winting android) then there shouldn't be a problem. Google needs to set guidlines to help these modders. I only bought my phone because of the "openess" and I knew rooting and custom roms would be easier to create than the iphone. I have been a long term google supporter and this does not settle well with me.
