Android keeps some processes around for potential reuse, to save CPU time and battery life of starting up a new Android process for an app. If memory gets tight, those will be the first to be closed up, AFAIK. If the developer screwed up and left some threads or something tied into the system that are still running, then yes, it will use up battery.
