I don't think you will get an official answer to this question. Ever. Google does not want to be associated with the updates and the usual response is that "the carriers are responsible for pushing updated when and if they want - it's not out problem and we can't comment on that". Even if say T-Mobile would make an official statement that it has pushed 1.6 to X% of devices and 1.5 to Y% of devices, that still wouldn't answer your question since you will never-ever receive official statistics from all device manufacturers/carriers.
