I don't think you will get an official answer to this question. Ever.
Google does not want to be associated with the updates and the usual
response is that "the carriers are responsible for pushing updated
when and if they want - it's not out problem and we can't comment on
that". Even if say T-Mobile would make an official statement that it
has pushed 1.6 to X% of devices and 1.5 to Y% of devices, that still
wouldn't answer your question since you will never-ever receive
official statistics from all device manufacturers/carriers.

People here can only guess based on their gut feeling or based on some
other stats that they have gathered from whatever third party sources
(AndAppStore and SlideMe could maybe publish some stats of what % of
their site users in the last week are using what platform version).

* Insert here a rant about how Android is managed as a closed process
including an ironic statement about the latest public roadmap etc.. *
