I see your question more as one of business dealings outside the terms
of the Google Market terms. If you want to make an arrangement with
another US based business that involves you getting paid as a third
party, then that seems perfectly ok. You have to make sure you trust
this company/person as you will have very little recourse if you
aren't satisfied with the performance of this party, and you certainly
won't be able to complain to Google if your application is
subsequently stolen by this third party and sold without you receiving
payment.

I would guess also that the third party you enlist to do your
publishing will have to publish the application under their name and
leave you or any mention of your efforts out of the picture in order
to remain within the market constraints.
