If we're changing the manifest, perhaps we should have "requires" and
"uses" split - eg many apps -require- maps but can -optionally- use
TTS. (Whether 'uses' gets shown to the user or not during install is a
separate issue, but if it is split out now then that can be tackled
when the secret google UI engineers make a ruling.)
