I'm sorry but I'm not sure to understand what you mean by "Market app
on devices".

Just as a quick reminder, the Orange Application Shop has a specific
version in different countries (France / UK / Spain / Belgium)
Two ways of consulting those App Shops: Wap or Website. And in January
2010 Orange is about to launch the "one device client", wich will give
users the ability to enter the App Shop directly from their Orange
devices in one click.

Orange Partner is the entity responsible of selecting Apps (regarding
the service, but also the compaibility with Orange specifications),
and who submit it to the countries.
Then the countries decide to commercialize or not the applications
that have been proposed.

The platform we launched with Orange Partner is supposed to help
developers get the information they need before submitting their apps
and be sure that it will match with Orange requirements. It's an open
space to discuss, comment, criticize,...

Most of the time apllications are billed to the user"s phone bill. But
I don't have the details on this (It's a very good question to ask to
Orange teams in the platform).
