I"ve experienced the same problem lately - I tried a few tests to see what the behavior was.
First, I cleared the cache in the Calendar application and forced a re- sync. No dice, problem was still there. Second, I entered the Where field to an existing calendar entry on the phone and saved it. It displayed as expected, until the sync occurred. After sync occurred, the updated info appeared on the Google web calendar but disappeared on the phone's calendar entry. Third, I entered an entry on the phone with a where field (different address than before) and sync'd the calendar. The correct data showed up on the web calendar and stayed on the phone. Then I edited the entry on the web (including a new description) and forced another phone sync. It updated normally on the phone. Fourth, I created a new entry with a location in the initial entry and synced it. Surprisingly, it remained on the web and was sync'd down to the phone. Confused, I peeked into the xml and ics formatted output for the calendar - both looked identical, down to the schemas data stored against each. Finally, I deleted all of the entries, waited for the calendar to sync to the web, and re-entered the item that had been missing the 'Where' field. It was sync'd down to the phone, but NO location information made it. VERY puzzled now, I edited the address and added some random text in front of the where field. IT Made it down with the address. I have no idea what's going on here, but it seems dependent on the parsing of the where field itself. ??? Help? All in all, very odd.
