So... you want people to see your app before everyone elses? Are you anticipating to pay a premium for this? Who gets to decide what is developed by "expert subject matter experts", and what is "flea market" material? Your suggestion, whilst sound in theory, is missing a lot of detail. The "featured" section on the home screen of the Android Market provides something similar, at no cost. If your app is popular enough, Google might feature it.
