I'm not entirely sure what you are asking for, but bugs are usually
reported here:

http://b.android.com

The Linux kernel used in Android is available through the Android source code:

http://source.android.com/

You'll also find documentation at this site, as well as some known
issues you might come across.

Questions regarding the kernel in Android are best asked on the
android-kernel mailing list, and questions about the
platform/framework should be asked on the android-platform list. See
here for more details: http://source.android.com/discuss
