The G1 system image requires the phone to be activated on first boot that
will require a valid SIM Card
(you cannot do that over WiFi). Note that this is specific to the T-Mobile
G1 image. An ADP1 build allows
you to skip the activation and later do it once WiFi is enabled.

After the phone is activated, you can remove the SIM card and it will boot
properly (you can still use WiFi).
You can also replace the SIM Card with a voice-only one too, which will
allow you to make phone calls
and have a *much* better battery life (think several days) since the 3G
standby radio activity is what's
killing it on these "modern" phones.

The SIM itself doesn't know about dates. This is all handled at the base
station / carrier network operations,
as far as I know.
