I'm guessing Google take not having a popular (i.e. 5000+ downloads, 3.5+ star 
rating) as a sign that you either didn't get into development, or you're not 
producing apps whith mass appeal, and hence you're probably not in the group 
they're looking to encourage.

If they did do a pre-order G1 free nexus I think it would be called a "free 
upgrade" programme instead of seeding :)
