Is there any particular reason why Android always initiates a data
call whenever the phone is attached to the cellular network?

I know that certain settings items depend on a successful data
connection to update its information (RadioInfo.java, etc), but is
that the only reason why?

Or perhaps is it to provide faster start-up speed for the user at a
later point since (re: CDMA) the data call will be in dormant state?
