How can it depend on country/lang/encoding?
You misunderstood my ques as I previously said?

I am not asking how the SMS is sending text .

I just want to know about the limitation of sending text to SMS
application through Intent.ACTION_SEND. [Say as you are invoking the
SMS application and sending some text. SO I want to know that
limitation not what you are talking about]
