I think it "is", but not explicit. Android depends on some open source
products some of them are in GSoC. For example one of projects for
GSOC @ qemu is upstreaming googles changes.

Android is big business project and probably it's not fits GSoC idea.
For example in most GSoC students can present their own idea. In
Android decision chain is probably longer then in "typical" open
source projects, so that probably wouldn't be possible.
