Same here on my SIM-less G1.

I think that if you have a Android phone without a SIM (but with a
working WiFi connection),you can only get free apps.

This probably something to do with the revenue sharing of paid apps.
The bulk of the 30% cut that is taken from a developer's app's price
goes to carriers. If you have no SIM, then which carrier would get the
bulk of that 30%?
