I'm yet to see an android phone you can't plug into the PC and upgrade... but like most phones sold to you by your network, they have probably locked it down to use only updates provided by them (which could still come in the form of a PC download...)
Anyway - you never mentioned what phone you have it the network your on! How can we give any specific answers?
