The data is being updated but the phones aren't, from all I can tell.

Does anyone know of a single retail phone that has been updated from
1.x to 2.x? (Not unofficial Roms)

The blogs, twitter, etc are full of suggestions, leaked internal
memos, suggesting that 2.1 upgrades are just around the corner since
February for Hero, Moment, Cliq etc.

The statements from the carriers only add to the vagueness - saying
maybe April, no maybe June, no maybe first week of May. Even devices
like the G1 that will probably *never* get the 2x update, I don't know
if the carriers have firmly said no, which makes anything they say
less credible.

But I really don't know enough about this topic to know what the
bottleneck is. Is it just a really hard problem?  Is it just not a
priority for the carriers, so they only have one high school kid
working on it part time? Is it completely impossible/impractical but
they don't want to admit it yet?

This is the chance for Android to stand out, if people don;t have to
wait for new hardware to get new features. But so far, its not
happening. Palm WebOS hasn't done as well as Android, but they
apparently have/had a more streamlined update process.
