I don't understand what hardware you are exactly looking for nor your
story, including target price.

It is very important to know your whole story to give you any opinion.
E.g. getting a few hardware to conduct tests and play with is very
different from getting these configured and then sell in bulk.
If you are porting the Android to the target yourself and not require
Android to be already ported, it is a very different story as well.
If absolute low price is not that important, I don't see why a US$200
off-the-shelf Android phone won't do the job. We are able to get
variety of Android phones below or around that range, depending on
quanity and specifications.

It is impossible to help you base on your limited information.
If you intend to sell whatever hardware in the thousands and have the
money to pay for it, you can basically get anything you want if you
know which company to approach. This is where I can most likely
help ;)
