I tend to think that AT&T deliberately cripples it's Android devices to make the IPhone their top product. It might even be part of their contract with Apple. Not only does it turn off non market installs, it swaps out all the Google apps and puts yahoo ones in.
Most users may not care about purchasing apps outside the market, but it is important to AT&T for one main reason: tethering. AT&T would like to charge you $20/month for tethering on top of premium plan. They don't want you to download an app that will give you tethering for free. Since they can control what apps their users can't see in the Market, they don't want you going outside the market to get tethering.
