That was a nice piece of spin on their part - the actual requirement is that a user be able to load an app via adb. (Which, among other things, totally ignores any security prompts. Awesome way to handle platform security.. Also of course it requires a tethered PC.)
The required minimum 'openness' is a lot more like iphone than not..
