If you have a domain that isn't attached to a website, you can use a feature of AdSense called "Google AdSense for domains" which basically constructs an AdSense only site that shows ads related to the domain name. Check your AdSense console (if you're using AdSense) for details. Basically, it's for domains that have traffic but no content. This ripoff comment spam purpose is to try and generate some traffic from a domain with none.
