All of the current Google TV devices are aimed at the US market so it wouldn't make sense to offer them to international developers at the moment. The Droid seeding showed they have methods in place, and, like with the Droid when that seeding took place, non-US devs can't make the most of the device for technical reasons (for the droid it was cellular standards, for GoogleTV it's the interaction with other units & the programme data)
Once Google TV starts to spread we might see a wider seeding programme.
