Google TV was slated get an OS upgrade early next year, and Market coming to Google TV was originally given in roughly the same timeframe (http://goo.gl/uhQgh) so I'd guess the two are linked, but it's never been stated that there is a dependancy between the two.
Checkins to support x86-atom in a simulator have started to appear in the open source repo (http://goo.gl/WZ8Sf), so I wouldn't be too surprised if the GingerBread SDK has Google TV support.
