It's an uninformed user. I just bought an app a couple hours ago, and my confo email from Google said "Applications can be returned for a full refund within 15 minutes of purchase."
If it were me, I'd politely but clearly enlighten the user, possibly with links to Google's refund policy ( http://market.android.com/support/bin/answer.py?answer=134336) and the official blog post discussing the change ( http://android-developers.blogspot.com/2010/12/android-market-client-update.html - the policy change is in the 4th paragraph).
