I wouldn't count on any category being lonely forever. People have to notice this new feature and decide on their new category - they aren't being autoassigned. If there are more than 12 paid weather apps, you'll know soon enough. I see people flocking to a new category when they might fit in more than one, just because there tends to be more room in a new category - for now.
