I normally don't believe in conspiracy theories but if everything stated in the articles and comments is true you almost have to believe that there is a serious problem of corruption within the FCC. Who ever aproved this did it to satisfy whomever is pressuring him (paying him?) knowing full well that the military, DOD would probably not allowed this anyway. I can already see the lawsuits coming.
