If RCT is able to be used in any JIT, not just a JVM JIT, then you might have more luck asking on one of the groups that talks about the development and porting of Android:
http://source.android.com/community/index.html Google added a Dalvik JIT as of Android 2.2; are you sure it DOESN'T use the Arm JIT instructions to accelerate it? I certainly don't know, but someone at one of the groups on the page above might have a better idea of knowing. Not that there's anything wrong with asking here, but Google developers and Android platform hackers don't seem to frequent this list.
