Personally, I'd start with 2.2 since new and recent devices are 2.2 and
higher.   2.1 devices are slowly getting upgrades.. But for sure no earlier
than 2.1

Regarding your 2nd question.   Java  with the Android SDK is the option if
you want to fully use all functoinality.    The Google Application Inventor
(AI) is a good way to get your "feet wet" but for your app I expect that at
some point you'll need to use the SDK.  If you know any computer language
then get an intro to JAVA book (several good ones are out there) to make the
switch.   If youhaven't done any programming then  either use AI and realize
that there are limitations (it's a teaching tool NOT a all encompassing
development environment but does darn good) while you go take a Java class.
