Well, I've finally shipped my first game of my own creation (I've done lots of ports and work for others). It looks like they put the "promo text" immediately in front of the description, however:
https://market.android.com/details?id=com.quickcharge.hamster The "promo text" reads: "Help a cute hamster save his friends! Dynamic physics puzzler -- hours of fun!" ...but then the description follows immediately. BUT, on the phone it doesn't appear. Would be nice if the two were consistent.
