I'm seeing the same list as you post concerning the featured apps, whatever the language I set, logged or not. "A funny thing" is go to https://market.android.com/details?id=com.google.android.apps.orkut then search in the list of https://market.android.com/developer?pub=Google+Inc.&hl=fr for Orkut.. (it does not appear for french language but will for english).
