Double check in your console that the new version is still activated.
I had the same "problem", I uploaded a new APK, activated it, and
clicked save. Nothing seemed to happen.

I then re-opened my developer console, set the new uploaded APK to
"active", and then before I clicked save, I went back to the main tab
(instead of staying on the APK tab).

When I then clicked "Save" it showed me that there was an error
filling in the Korea price. It was blank. They had added a new country
and it needed to be filled in. I clicked "Auto", it filled in, then I
clicked "Save" and this time it saved and said "Successfully saved" at
the top of the screen.

So it looks like it may be somewhat of a "bug" in that it doesn't tell
you the error on the first tab if you click save while you are on the
APK tab. So go back to the first tab and try to save and see what
happens.
