Agreed. Same thing happened to me yesterday when I was installing on a
new system.

The SDK Manager on my Windows 7 machine always complains that JRE isn't in my path but it is. But I don't do Android development on that machine but instead use it as an extra test machine and the emulators run fine. Development is done on Ubuntu which doesn't nag me with update notices I have to cancel every time the machine is run.
