My situation is that my carrier basically charges per-packet for data except for access to their webmail, but offers free wifi, so it would be nice to whitelist either the webmail URL or a mailer app to allow free access to the 3G radio, but everything else has to wait until I'm within range of a hotspot before getting to the internet.
