It all depends on the ebook format of your choice.

Is your device going to support existing format(s)?

 OR

Are you coming with your own thing? (not-advisable, as the power of
such device lays in the availability of the content)

 OR

Is it going to be HTML(5) or subset of for the needs of iteractivity,
in which case all you need is nicely dressed up web browser.
