I assume the image quality on these apps is high to look good on the
newest, shiniest devices. So we're talking 400 images times the average
size of the images at a decent resolution. That would be one massively
bloated app that no one would (could?) install. The other option would be
load the images on demand from a server, which would require the internet
permission and a backend service to host.

It's easy to dismiss this developer as a spammer, but I can see legitimate
reasons for this distribution method.

That doesn't really make sense. No one said anything about the "type" of
art being different. It's the same type with different content. I believe
that was Nathan's point.
