What's stopping Google implimenting, at a manufacturer level, an
incarnation of Chrome OS that would allow you to use an Android phone as a
bootable device, allowing you to convert from using the phone to using a
desktop by plugging in the phone via USB and rebooting the computer?

Potential issues:
Drivers?
Getting an internet connection? use the phone at an automatic tether?
Converting Chrome OS to read the phone files and save downloads to the
phone?
