I only did the paid apps and not all of them. I don't recall them saying anything about publishing everything on Google Play. In fact I put two versions of my apps without the Google API in them (took out Google Maps) to sell there since the Kindle Fire is Android API only and it is also a place people trust to get apps for their non-Google API tablets. The free apps are available on my web site anyway and most of the people in that niche world have long been familiar with that site where I've also sold Windows, Palm and Pocket PC programs.
