For downloads...well, you need to either really stand out and be the only provider of a service/feature that people really want, or you need to promote your apps. Promotion can be paid, or you could trade impressions with other developers. App discovery doesn't have an easy solution.

For ratings, you might try Appirater:

It waits for users to use your app over several days and several sessions before popping up a request to review the app. That way only people who have decided to use it will review it -- people who hate it and uninstall right away won't get the reminder.
