It's a point of view thing.
As a developer you probably will consider them to to be different.
As an end-user who wants to stop "an app" from using too much bandwidth or 
draining their battery etc. they are both the same.  Force Close is 
designed to allow end-users to completely close and stop an application 
until it is manually launched again.
