The scenario is not as far fetched as you may imagine. After all, you are 
counting on different parts of Google to talk to each other. Given the 
Android Market team's history of isolation in Google's Lunar facility, that 
isn't a given. 

A few examples:
I tried out advertising Android apps through Adwords, following 
instructions given me by Google, and I had the toughest time getting the 
ads approved. They targeted Android only, but they were rejected  because 
the urls didn't work on PCs, because the web Market didn't exist yet. A few 
other things like that happened. 
At an analytics talk at Google I/O, a Google Engineer said that you 
couldn't get Market keywords from the Android Market through analytics. He 
was wrong. I'd been doing it for six months. The only reason it didn't work 
for everyone is that the Market team and the Analytics team never talked. 
Minor changes in code (two lines) and it would have worked. 
Now it has stopped working, even for me, because those teams still don't 
talk. 

Now:
I'm pretty sure the Adwords/Admob editors are already on guard for non 
family friendly ads. Although, Google has been fined for profiting from 
pharmaceutical ads that were illegal and against their stated policy.
I'm not sure they are on guard yet for ads that look like system dialogs, 
etc. You might be able to get your competitors apps banned by targeting his 
apps with one of those. 
If anything slips through, you are responsible, not Admob.
