2 ways I would do it (assuming you have root)

1. put apk on sdcard.  Use rootexplorer or any root explorer, navigate to 
/system/app unmount it.  go back to sdcard select apk, copy to /system/app 
paste.  unmount /system/app.  reboot.

if it wont work, make sure permissions are rw-r-r (or 644) = user read and 
write checked off, execute unchecked.  Group and Other are read only.

2. with adb put apk in folder with adb file

adb remount
adb push nameof.apk /system/app
chmod 644 /system/app/nameof.apk
adb reboot
