Outgoing calls are not an issue and once i make an outgoing call after
phone is idle for long, I start receiving incoming calls also.
It seems network radio get switched off when phone is idle ( sleep mode)
and only switched on when i make outgoing call.

Any solution would be appreciated.

Is your carrier signal weak? Is it just "Edge"? Do you have wifi on when this happens? And what phone is it?

My Galaxy Nexus will sometimes show "no network" because I'm in a weak area but that is usually when wifi is on too. But I've been in a strong 4G area downtown and if wifi is on and I want to get email it can't connect. Turning wifi off solves the problem. I'm on T-Mobile and they are buying MetroPCS which has good coverage here so when that happens I should have a good signal in the house. They wanted to build a tower on this same block but neighbors complained.
