I do not know what sort of magic made the difference, but . . .

I got a message from Samsung America that actually mentioned the Galaxy 
Note (which I don't have). 

It directed me here:

At some point in the process, I was prompted to register and choose my 
country, even though I think I did that. 
Then I went back to check for updates and everything happened as shown on 
that page. 

My Tab now has 4.0.4, I believe. 

Previous to that, I did have  an unauthorized copy of 3.2 from Samsung. 
This was apparently a ROM that Samsung was planning to push to some 
customers, but then pulled it. I put this on because of I had had a reboot 
loop problem and lost all my data anyway.
