Hm, I read in various forums wherein users requested a feature to pass code
lock un installs developers said that Google did not allow the feature on
Google play apps because it could lock users from un installing malicious
software.

Specifically, where's my droid devs have stated this I will their faq page.
However, I would imagine that a work around to any of that would be
creating a pc account through said services and inputting the IMIE number
and SN of the phone at risk thus if the phone was reset and activated, the
user might be able to be alerted. AT&T records those numbers and if you
report your phone stolen, reactivation through a provider is blocked. We
had this done when my wife's phone was jacked.
