Well, I figured out what the issue was with the Nexus 7.  It was this 
familiar error:

*... called a GL11 Pointer method with an indirect Buffer*

I guess some Androids will tolerate indirect buffers while others will not.

Also, I *had a texture that was a non-power of two* (NPOT) in width and 
height.  I guess the Nexus 7 didn't like that either.

Anyhow, I just had to fix those and re-upload.  A bunch of rookie mistakes.
