*JOB SUMMARY:*


The Business Analyst (BA) serves as a liaison between the business
community, the software quality assurance team, project management office
and the technical development team and, as such, should be well versed in
health plan management, operational concepts and the Project Development
Life Cycle. The BA must have sufficient knowledge of the entire scope of
the health care business to ensure that the development work within their
functional area is compatible with the Medicaid Management Information
System (MMIS) as a whole. The BA's primary responsibility is to ensure that
the implemented changes and new initiatives meet the requirements of the
business community and conform to all applicable Federal and state laws.
The BA is an active member in all phases of the project including:
requirements gathering, design and development activities, testing,
implementation, and ongoing operation*. The ideal candidate will have a
background that includes expertise in managed care.*

*JOB DUTIES AND RESPONSIBILTIES*:

   - Change Management Analysis throughout the system development life
   cycle utilizing proper version control in the designated knowledge
   repository.
   - Validate and verify requirements throughout the system development
   life cycle (SDLC) to ensure systems perform to the required specifications
   and can achieve target goals. This includes leading efforts to ensure test
   plans and scenarios are created; as well as review and signoff on test
   results (e.g., ADA, functional, performance and vulnerability).
   - Apply project management standards to facilitate change management and
   manage expectations effectively and to identify, track and escalate
   constraints/risks and communicate timely to appropriate stakeholders using
   standard RAID processes.
   - Continually seek opportunities to increase customer satisfaction and
   deepen relationships.
   - Monitor and triage support voicemail, email, and support tickets to
   ensure timely responsiveness to systems and operational questions,
   problems, and/or bug identification.
   - Ability to create detailed technical drawings using tools such as
   Visio or other Microsoft tools
   - Domain knowledge in healthcare a strong plus.
   - Perform other duties as assigned.


*REQUIRED SKILLS:*

   - Broad knowledge of business analysis techniques for creating
   requirements and certifying software acceptance.
   - Broad technical knowledge and experience supporting a wide range of
   applications, data processes and technologies
   - Strong familiarity with security standards and working with PII and
   PHI data.
   - Proven understanding and knowledge of software development life cycle
   (SDLC).
   - Demonstrated ability to conduct detailed planning, perform risk
   assessments, and successfully mitigate risks.
   - Ability to develop and maintain effective relationships with
   management, end users, project team members, and vendors.
   - Excellent customer service skills.
   - Ability to manage time, to set priorities, and to work under time
   constraints.
   - Excellent oral and written communication and presentation skills.
   - Proficient in using Microsoft Office suite, Visio, MS Project, other
   project management and collaboration tools.
   - Excellent problem-solving skills.
   - Ability to work both independently and collaboratively.


*EDUCATION and EXPERIENCE:*

   - Bachelor's Degree in computer science, Information Systems, Business
   Administration or other related field, or equivalent work experience.
   - 5 years of extensive hands-on experience in IT application
   implementations or systems support.
   - Prior experience with Jira, SQL Queries, Rational Quality Manager
   (RQM) and ADA compliance.
   - Experienced in use cases and testing methodologies including
   functional systems, integration, performance, and UAT.
   - At least 5 years of experience working in a Business Analysis, IT
   Management, or other related experience in an IT healthcare environment
   - At least 3 years of business analysis and data analysis related
   experience within IT system development project(s).
   - Ability to write clearly and concisely, and to communicate effectively
   and interact professionally with a diverse group including users, peers,
   managers, and subject matter experts.
   - Strong analytical and project management skills required, including a
   thorough understanding of how to interpret customer business needs and
   translate them into application and operational requirements.
   - Ability to interpret and use data in problem solving and process
   improvement.
   - Knowledge of the Medicaid program and particularly of managed care.

Prior experience in healthcare or government setting desired
