The standard menu options for Android work as follows when the menu
key is pressed:

1. Icon Menu
2. Expanded Menu (if "More" item was displayed in Icon menu)

Assuming device manufacturers will want to customize Android to
operate a different way, are there any restrictions to modifying the
menu option behavior?  Specially, will changing the menu options
behavior cause Android compliance issues?

For example, could a device manufacturer choose to display a pop-up
dialog with a list of menu options instead of the icon menu?
