SurfaceFlinger is an abstraction for the 2D compositor.

It's a bit confusing now looking at the source because the hardware
abstraction is not adequate, which makes it impossible to plug in a
V4L2 driver without ripping up a bunch of code. We know this is an
issue, and for the Donuts release, we are planning to improve the
abstraction. After that, the V4L2 driver will sit under
SurfaceFlinger. We expect to that someone will contribute a V4L2 glue
layer for SurfaceFlinger in the Donuts timeframe.
