It's been asked for a few times, with little to no response.
There's a ARMv4 port for WinMo, and I've looked at the build system,
but couldn't devote enough resources to figure it out as I am tasked
with other things.
Any takers out there?

You'll want to delete the Gears library.
/data/data/com.android.browser/app_plugins/gears.so
It's compiled for ARMv5 and has illegal instructions in it for the FR.
Once deleted, the browser should work.
